16-116   To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending sections 402 and 409, as amended for the purpose of extending MiCare coverage to all medical treatment, setting a limit on annual benefits, and for other purposes.
16-115   To appropriate the sum of $750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2010, for the purpose of funding the Chuuk State Debt Release Program, and for other purposes.
16-114   To further amend section 103 of title 36 of the Code of the Federated States of Micronesia, as amended by Public Law No. 15-75, to clarify the application of the 60-day period for submission of stock affidavit of an approved major corporation, to modify the FSM notary requirement, and for other purposes.
16-113   To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending sections 321, 322, 331, 351, 352 and 370, in order to decrease the tax rate imposed on major corporations, to modify the tax payment procedures and a requirement for an audited financial statement, to place certain restrictions on tax assessment and applicability to foreign tax credits, and to insert additional sections 371, 372, 373, 374, 375, 376, 377 and 378 under title under 54, and for other purposes.
16-112   To further amend title 2 of the Code of the Federated States of Micronesia, as amended, by amending section 204, as amended by Public Laws Nos. 10-55, 13-75, and 15-09 for the purpose of establishing a National Energy Office, and for other purposes.
16-111   To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2010, for the purpose of purchasing the MS. Micro Spirit, and for other purposes.
16-110   To appropriate from the General Fund of the Federated States of Micronesia supplemental funding in the amount of $70,000, to cover the emergency reprogramming and spending for the FSS Independence pursuant to Presidential Declaration dated May 11, 2010, and for other purposes.

16-104   To appropriate the sum of $2,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2010, for the purpose of funding public projects and social programs in each of the States, and for other purposes.
16-103 CA 16-35 To further amend Public Law No. 16-18, as amended by Public Laws Nos. 16-24 and 16-32, by amending section 1 thereof, to change the use of certain funds previously appropriated for funding Economic and Social Projects and programs for Chuuk State, and for other purposes.

16-101   To amend Sections 302, 303 and 304 of Title 9 of the Code of the Federated States of Micronesia, as amended, for the purpose of authorizing the National Election Commissioner of each State to appoint members for an election board, counting and tabulation committee, and other temporary or permanent election staff for each Polling Place, and for other purposes.

16-90   Directing the President of the Federated States of Micronesia, or his designee, that in accordance with section 2 of Article XIV of the Code of the Federated States of Micronesia that at least every ten years the question: “Shall there be a convention to revise or amend the Constitution?” of the Federated States of Micronesia be submitted to the people in a general election, such question shall be submitted to the people in the general election to be held on March 8, 2011, as was submitted in 2001, and for other purposes.
16-89   To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Law No. 13-59, by amending section 201 thereof to establish a revised schedule for regular sessions of Congress, and for other purposes.
16-88   To amend Sections 1 and 2 of Public Law No. 16-23, an appropriation for funding fiscal year 2010 economic and social projects and programs for the States of Kosrae, Pohnpei and Chuuk, by changing the use and allottee of certain funds previously appropriated therein for Chuuk State, and for other purposes.
16-87   To further amend title 21 of the Code of the Federated States of Micronesia, as amended by Public Law No. 11-026, by amending section 208 thereof for the purpose of making the Telecommunications Corporation liable for the payment of any tax, assessment or contribution as may be required by law, and for other purposes.
16-86   To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by amending section 112 thereof to permit certain deductions for purposes of the Gross Revenue Tax and for other purposes.
16-85   To appropriate the sum of $9,250,000 from the General Fund of the Federated States of Micronesia through the fiscal year ending September 30, 2010, for the purpose of funding the Public Infrastructure Projects for the State and National Governments of the Federated States of Micronesia, and for other purposes.
16-84   To propose amendments to Article X, Sections 1 and 5 of the Constitution of the Federated States of Micronesia, for the purpose of requiring the President and Vice President to run together on the same slate, enabling the citizens of the Federated States of Micronesia to elect the President and Vice-President by popular vote, and for other purposes.
16-83   To further amend section 221 of title 54 of the Code of the Federated States of Micronesia, as enacted by PL No. 9-139 and amended by PL No. 13-60, to change the import duties applicable to certain products, and for other purposes.
16-82   To propose an Amendment to Article X Section 4 of the Constitution of the Federated States of Micronesia, to delete the requirement that the President of the Federated States of Micronesia must be a member of Congress for a 4 year term, and for other purposes.
16-81 CA 16-38 To amend sections 201 and 203 of title 37 of the Code of the Federated States of Micronesia, as established by Public Law No. 14-66, to separate the functions of the Insurance Board and the Insurance Commissioner from the Banking Board and the Banking Commissioner, and for other purposes.

16-80   To appropriate the National Government’s share of $400,000 from the 200,000,000 yen financial grant (or equivalent in US dollars) from the Government of Japan for fuel consumption for the public utilities corporations in the states of Chuuk and Pohnpei, and the College of Micronesia-FSM, Chuuk campus, and for other purposes.
16-79 CA 16-23 To amend Public Law No. 16-07, by amending Section 4 thereof, to modify the use of funds previously appropriated therein for Personnel of the National Judiciary Branch, and for other purposes.

16-75   To appropriate the sum of $350,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2010, for the purpose of providing funding for Infrastructure Maintenance Fund matching for the States of Yap, Kosrae, Chuuk and for furniture purchase for the State of Pohnpei, and for other purposes.
16-74   To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 509 to permit compensation for hours worked beyond regular hours to staff of the Division of Statistics of the Office of Statistics, Budget, Overseas Development Assistance and Compact Management, and for other purposes.
16-73   To authorize the President of the Federated States of Micronesia, or his designee, to executive a guaranty agreement, to secure the line of credit agreement between the FSM Development Bank and European Investment Bank, setting forth the mechanics for the implementation of the guaranty, to authorize the appropriation of the sum of not more than USD 5 million dollars to guarantee the line of credit extended by the European Investment Bank to the FSM Development Bank upon default of the latter, and for other purposes.

16-68 CA 16-25 To further amend Public Law No. 10-072 by amending Section 1 thereof, by changing the name of the Corporation, by amending Sections 6,7,8 and 9 thereof relating to the composition of the Board of Directors of the Corporation, and by amending Section 19 thereof, by changing the requirement for the chief executive officer of the Corporation, and for other purposes.

16-66   To appropriate from the General Fund of the Federated States of Micronesia the sums of $55,950 for the Department of Foreign Affairs, $215,263 for Capacity Building Roadmap of the Department of Finance and Administration, $400,000 for FSM Development Bank capital for private sector; and from the SEG and Sector Grants pursuant to the amended Compact the sums of $603,240 for the National Department of Education Integration Plan from the education sector grant, $9,250,000 for infrastructure projects from the infrastructure sector grant, and $684,564 for COM-FSM from Supplemental Education Grant; and for other purposes.
16-65 CA 16-16 To amend Public Law No. 16-07 to appropriate the “FSM Education Sector Grant - Fiscal Year 2010 - Amendment 1” grant of $603,240 to the National Department of Education, to appropriate the “FSM Supplemental Education Grant – Fiscal Year 2009” grant of $684,564 to the College of Micronesia, and for other purposes.

16-58   To appropriate from the General Fund of the Federated States of Micronesia a supplemental funding in the total amount of $1,353,549 for fiscal year ending September 30, 2010, by amending sections 1, 2, 6, 8, and 9 of Public Law No. 16-7, and for other purposes.
16-57   To provide a legal procedure to dissolve the corporate existence of the National Fisheries Corporation, to establish an interim corporate entity called Liquidation Management Corporation to receive all assets and liabilities of the defunct National Fisheries Corporation for the purpose of liquidation of assets and settlement of liabilities, and for other purposes.
16-56   To amend sections 102, 401, 403 and 404 of title 9 of the code of the Federated States of Micronesia in order to modify the definition of “resident” qualified to participate in the national elections to avoid disenfranchising qualified FSM citizens outside of the Federated States of Micronesia, to strengthen the requirements in keeping of records, and to clarify the procedures of registration of voters and distribution of Voter Identification Card, and for other purposes.
16-55   To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year 2010, for the public education in connection with the proposed amendments to the constitution of the Federated States of Micronesia as authorized by Public Law No. 15-60 and Public Law No. 15-61, and for other purposes.
16-54   To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by amending section 603 to exempt earnings from non-covered employment from the definition of earning test.
16-53   To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by amending section 141 thereof to create a limited exemption from the tax on gross revenues for businesses involving significant investment from outside the Federated States of Micronesia, and for other purposes.
16-52   To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by repealing subchapter III of chapter 6, consisting of sections 613, 614, 615, 616, and 617, thereby dissolving the Maritime Operations Revolving Fund; providing that all funds remaining in the Maritime Operation Revolving Fund at time of dissolution transfer into the General Fund; and for other purposes.

16-10   To propose an amendment to the Constitution of the Federated States of Micronesia, for the purpose of increasing the representation of women in Congress by increasing the number of at-large seats in Congress, and reserving said seats for women, and for other purposes.
 16-09   To further amend title 50 of the Code of the Federated States of Micronesia, as amended, by amending section 103 of chapter 1 to limit the eligibility for entry permits of spouses and unmarried children of non citizen principals, and for other purposes.
 16-08   To further amend title 21 of the Code of the Federated States of Micronesia, as amended, by enacting a new chapter 3 to establish the National Government’s regulatory power over Telecommunication Operation in the Federated States of Micronesia, and by enacting new sections 232, 233 and 234 and by amending section 203 of chapter 2 thereof to ensure the transparency, financial accountability and reporting, and fair procurement practices of the Federated States of Micronesia Telecommunications Corporation, and for other purposes.
 16-07   To amend sections 301, 307, 313 and 322 of title 37 of the Code of the Federated States of Micronesia in order to expand and clarify the authority and powers of the Insurance Board in regulating the insurance industry, including the authority to approve certain transfers relating to insurance business before any transfer takes effect, both for domestic and foreign entities engaged in insurance business; to modify the requirements for broker’s license application, to expand the present exemption from posting of bond applicable to certain foreign insurers; to introduce a technical amendment to the provision on reporting and disclosure of information by auditors and actuaries; and for other purposes.
 16-06   To amend title 209 and 210 of title 55 of the code of the Federated States of Micronesia to conform to the Constitution of the Federated States of Micronesia, the treaty obligations of the Government of the Federated States of Micronesia under the terms of the Compact of Free Association, as amended, and related agreements, and to the current organizational structure of the Executive Branch; and for other purposes.
 16-05 CA 16-18 To amend title 29 of the Code of the Federated States of Micronesia by modifying sections 402, 404 and 405, to set a separate treatment over application of foreign banks seeking to establish a new branch in the FSM as opposed to first-time applications for issuance of a license; modifying section 612 to alter the loan exposure ceiling imposed on banks; and to change section 613 in order to increase the limit that a bank may loan to its officer, director, agent, employee and/or related person; and for other purposes.
