RESOLUTION TITLE

Authorizing the President to resubmit the nomination of Mr. Kasio Mida to serve as a member of the Board of Regents of the College of Micronesia-FSM, representing the National Government.

Congratulating the Members of the Pohnpei State Legislature on their recent election and assumption of office.

Extending the Third Regular Session of the Seventeenth Congress of the Federated States Micronesia for two days.

Congratulating the Governor and Lieutenant Governor’s of the State of Pohnpei on their recent election and assumption of office.

Congratulating the President and Ministers of the Republic of the Marshall Islands on their election and assumption of office.

Congratulating the President and Ministers of the Republic of the Kiribati on the reelection of the President and reaffirmation of their current leadership.

To congratulate the faculty, staff and administration of the University of Guam on its 60th anniversary as an institution of higher education and to express its sincere best wishes for continued success and accomplishment in the coming years. 

Requesting the President of the Federated States of Micronesia to encourage the United States of America to assign additional Peace Corps volunteers to the Federated States of Micronesia in order to mitigate the effects of reduced Amended Compact funding of the schools of the four states.

To request the President to terminate the Partnership Agreement between the European Community and the Federated States of Micronesia on Fishing in the Federated States of Micronesia.

To congratulate Kim Jong-un on his appointment as Chairman of the National Defense Commission of the Democratic People's Republic of Korea and to express the hope that the Democratic People's Republic of Korea and its people will be blessed with peace, prosperity, democracy, and freedom under his leadership.

To ratify the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits from their Utilization to the Convention on Biological Diversity.

Requesting the President of the Federated States of Micronesia to continue to honor the Memoranda of Understanding that enable the States of Chuuk and Kosrae to efficiently implement certain grant funded projects.

To congratulate Dr. Joseph M. Daisy for his selection as President of the College of Micronesia-F.S.M. and encourage him to work closely with the National and State governments to improve the college.

To approve the Federated States of Micronesia’s membership to the International Renewable Energy Agency.

To declare the entirety of the Federated States of Micronesia’s 200 mile exclusive economic zone a marine sanctuary for sharks, rays, dolphins and whales and respectfully request the President of the Federated States of Micronesia to take the necessary action to create a marine sanctuary and the State governments to declare their 12 mile zone as a sanctuary for these species.

Expressing the sadness and condolences of the Seventeenth Congress of the Federated States of Micronesia at the passing of Jon M. Van Dyke, Professor of Law, University of Hawaii.

Extending the Third Regular Session of the Seventeenth Congress of the Federated States Micronesia for five days.

Approving a grant assistance from the Global Environment Facility under the Pacific Alliance Sustainability (GEF-PAS) Program in the amount of $500,000, including all the terms and conditions of the assistance.

To ratify the 1946 International Convention for the Regulation of Whaling.

To confirm the nomination of Ms. Judy Diane Lee to the position of Secretary of the Department of Justice of the Federated States of Micronesia.

To confirm the nomination of Mr. Ignacio Stephen to the position of FSM Consul General in Honolulu, Hawaii.

To confirm the nomination of Mr. Dion G. Neth to the position of Secretary of the Department of Finance and Administration of the National Government of the Federated States of Micronesia.

Approving and accepting the agreement on, and receipt of, a grant assistance from the Global Environment Facility under the Pacific Alliance for Sustainability (GEF-PAS) Program in the amount of $61,180, including all the terms and conditions of the assistance.

Approving and adopting the Federated States of Micronesia Agriculture Policy.

To confirm the nomination of Mr. Kembo Mida Jr. as a member of the Joint Trust Fund Committee representing the Federated States of Micronesia, pursuant to the sections 215 and 216 of the Compact of Free Association, as amended, between the Government of the Federated States of Micronesia and the Government of the United States of America.

To confirm the nomination of Mrs. Rose Nakanaga as a member of the Joint Trust Fund Committee representing the Federated States of Micronesia, pursuant to sections 215 and 216 of the Compact of Free Association, as amended, between the Government of the Federated States of Micronesia and the Government of the United States of America.

To approve a $60,363 General Technical Assistance Grant from the United States Department of Interior Office of Insular Affairs to subsidize the 2011 FSM Household Income and Expenditure Survey, including all the terms and conditions of the assistance.

Expressing the sadness and condolences of the Seventeenth Congress of the Federated States of Micronesia at the passing of the late Kim Jong-il, Chairman of the National Defense Commission of the Democratic People's Republic of Korea and its best wishes of the future of the Democratic People’s Republic of Korea under the leadership of Chairman Kim Jong-il.

To confirm the nomination of Mr. Kapilly Capelle to serve as a member representing the State of Pohnpei on the Board of Directors for FSM MiCARE, pursuant to title 52 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 12-77 and 14-49.
